You mentioned 1 - 10 as a key filed of the VSAM file, IDCAMS will check, only VSAM Key file whether It same in FLAT file. As we are using Repro With Replace option, If it was matching, It will replace, If it didnt match, It will copy.

It will do what exactly you showed. Just do a test & let us know.
