Implementing a new change request

Can anyone tell me the way to implement a change request without using any version control tool?

i think is not appropriate question what anna _2007 is asking about , i think some thing anna is missing , can you paste compelet and clear what you would like to ask ..in XPEDITER. and when i look you question ..you r asking about version control tools , for your sake XPEDITER is not version control tools its debbuging tools,

and for version control tools are like Endeavour, Changeman...etc..

In what reference the word "implement" is being used here, unless I misunderstood you wanted to say "compile/link-edit a program ? Please clarify.
