Error MSG2103JE - Member is not a JCL

Does anybody knows whats' the reason of this error:
MSG2103JE,PEDIBEVK,1,DCPROD *M NNNNNNNNNNNN ,MEMBER IS NOT JCL, NOT PROCESSED
