Who raised Payroll taxes on the middle class and? Who doubled the social security payroll FICA tax on the middle class and cut taxes on the super rich from 70 to 28% in the 80's? And who cut taxes on the super rich again in 2001?

What do you think of a temporary reduction in the payroll tax as proposed by conservatives? I was watching Fox News last night where they were throwing around 'good things' the government could do like a 'temporary reduction in the payroll tax'. Do you think such a reduction(as opposed to the suspension for new hires this year) in the payroll tax will do anything to encourage hiring that the above mentioned suspension already hasn't? Or is hiring the lagging aspect of a business where business needs don't change unless business itself does?
