How to copy a file by inserting quotes?

I want to copy a sequential file which has all the text fields and the all fields in this file are seperated by commas. My requirement is to copy the same file into other file by adding a single quote around all the text fields (I do not want to delete the existing commas)? Please advise me, thru which jcl utility I can do this and how?

It's not clear what you want to do so you need to answer some questions to clarify things.

I assume you have input records something like this:

text1,text2,text3

Do you want the output to be:

'text1','text2','text3'

or

'text1,text2,text3'

Can some of the text fields have embedded blanks? For example:

John Doe,San Jose,California

What is the maximum length for a text field?

Please show an example of your input records and what you want for output. Also, what is the RECFM and LRECL of your input file?
