you can create a dataset (DS) in a step prior to the step that populates the DS,
but that means 2 steps, whereas using NEW, you only need one step.
although your site always creates the DS prior to the population step,
not every site does.
During testing, having the DS available after an ABNORMAL completion is helpful,
in production environment, a DS that is the product of an ABEND is useless.

Why do write NEW,as we always create a dataset and then use it.So the dataset already exists.What is the point of writing new?
NEW means - data set will be created, it does not exist. So they correctly write NEW. Is not it logical enough? Why do you say, "So the dataset already exists"?
why do we write DELETE in abnormal disposition,doesn't that mean i would lose my dataset and will have to create it all over again if job terminates abnormally.
Well, in a way that's correct -- but how would you make sure how many records are written at the time of abend?

No, that's not right. It only means that the dataset is deleted if that job step completes abnormally (i.e. abends), not the entire job. Once a dataset has been successfully cataloged, it stays that way.
