Merging two datasets using ICETOOL

I need to just merge 2 datasets into a new one using ICETOOL, is it possible with ICETOOL?

Yes, but since it is possible using plain SORT, (look at the MERGE statement), there's no need to use ICETOOL.

Or, alternatively, what do you actually mean by "merge"? Please give full details.
