Need to recompile?

Here is my situation. I work for a organization who uses IDMS. They do not have Table Base. Any tables are internal to each program that accesses them. In other cases they create 88 levels to define each value. My brother tells me they have the same issue at the place he works, no Table Base, but they have DB2. He says with DB2 they have DB2 tables that I guess works like Table Base in that you don't have to recompile every program that accesses these tables. Back to my problem, is there a similar way in IDMS to use some tables to avoid having to recompile every program and to avoid having to execute a complete system test each time we add a new value?
