mainframe tools for practising on standalone

I needed to practice COBOL,JCL etc from home .Is there any software that can help me practice on windows xp enabled standalone PC without requiring any connection to a mainframe server? i .e. any software that emulates a mainframe server enabling me to practice programming on an isolated computer? I checked herclues but it is for linux and i needed one for windows (xp) ..
