Disabling,Cleaning and reediting a VSAM file

I need to code a program meeting the follwing requirements:

1)One VSAM file is to be created with certain number of entries say 10 nos.
2)First Requirement which the program should satisfy: Before cleaning all the entries in the VSAM the details should be deactivated and it should be replaced by a blank line (-) symbolizing an empty VSAM file.
3)Second Requirement which the program should satisfy: It should again be able to open the VSAM file and now the file should be enabled such that it is editable.

I need a CICS program meeting the requirement.
If any one can help me out, do let me know ASAP.
